About the Role

This role is a second-line function, with the main objective of assisting with the establishment and maintenance of a robust and effective compliance framework.

The role is responsible for assisting the Compliance Manager – Integration with identifying compliance obligations and integrating these obligations into Line of Business (LOB) activities.

The incumbent must be able to provide assurance to the Manager – Compliance Monitoring and the Head of Regulatory and Policy Compliance regarding compliance with all relevant laws, regulations, prudential standards, industry standards and guidelines, as well as internal policies and procedures.

Key Deliverables

  • Provide updates to the Manager – Compliance Integration, Head of Regulatory & Policy Compliance and GGMC on revisions to laws and new regulations that impact BSP’s operations in PNG and all jurisdictions in which BSP operates.
  • Assist the Manager – Integration in extracting obligations relevant to BSP from revised and new regulations in PNG and all jurisdictions in which BSP operates, in conjunction with Compliance Officers in OSBs.
  • Assist the Manager – Integration in compiling all newly identified obligations into Obligations Registers for PNG.
  • Provide assistance in maintaining oversight of the administration of Country Obligations Registers for OSBs and subsidiaries.
  • Assist the Manager – Integration in identifying material obligations in policies and contracts, in conjunction with Division and OSB Compliance teams, and escalate issues to the Head of Regulatory & Policy Compliance and GGMC.
  • Maintain an understanding of relevant regulatory requirements, including Anti-Bribery and Corruption-related regulations, to provide advice and guidance to Executive Management, enabling them to implement compliant policies and procedures.
  • Establish, implement and oversee the compliance risk assessment process, ensuring that compliance risks are appropriately identified and addressed.

Essential Qualifications, Professional Skills and Experience

  • Bachelor’s Degree in Law.
  • Admitted to practice law in PNG, with a current practicing certificate.
  • Proficient in Microsoft applications.
  • Strong presentation, communication and interpersonal skills.
  • Knowledge of banking products and services.
  • Detailed understanding of regulatory compliance.
  • Risk management and control testing skills.
  • Policy and procedure drafting skills.
  • Strong business and documentation skills.
  • Knowledge and experience of best-practice compliance and governance frameworks, methodologies and emerging practices, compliance monitoring and risk assessments within the financial services industry.
  • Experience communicating with regulators and assisting with regulatory enquiries and inspections.
  • Experience in compliance risk mitigation, control testing and development of compliance procedures.
  • Minimum three years’ experience in a financial institution, with specific exposure to an area related to data analysis, risk management, operational risk, compliance or quality assurance.
